A couple of police commanders have been judged as responsible and will be removed:

The committee that was established to ascertain how police failed to prevent Yishai Schlissel from reaching the July 30 Jerusalem gay pride parade and murdering a participant has recommended that six police officers be removed from their current positions.

[...] The committee, which handed in its report to Internal Security Minister Gilad Erdan Sunday, recommended that the Commander of the Moriah Region will be removed from his position, will not receive advancement for five years, and will not serve in command positions in the future. The head of Intelligence Branch on the Jerusalem Police will suffer similar sanctions, as will the head of Operations Unit in the Central Unit.

Even the court system has to take responsibility here for letting him out of prison without any proper evaluation to determine whether he still posed a threat to the public. In fact, even the scum's own community will have to shoulder some blame for failing to prevent him from carrying out his act of violence. Indeed, any who are discovered to have known about his intentions but failed to warn about him should be charged with failure to report/prevent a crime. The code of silence that's prevalent in many of these Haredi communities is another reason why these awful things take place. Much like the judicial officials, they too will have to bear some responsibility for doing nothing to prevent the crimes from happening.

As for the culprit himself, he continues to act disrespectful of God:

At the arraignment, Schlissel continued to refuse to recognize the court’s authority, stating “God, the creator of the world, did not give you authority to judge me, and so I am not interested in asking questions or responding to them.”

When the court asked him to stand – as is customary when addressing the court – he refused, and stated, “I am not interested in getting up.”

Despite Schlissel’s continued refusal to agree to have the Public Defender’s Office represent him, or to accept any legal representation, the court ordered the public defender present to continue to speak for him in court.

Schlissel has refused legal representation since he considers that it would be an acknowledgment of the validity of the court proceedings against him.

The court also read the indictment in spite of Schlissel’s lack of interest in the proceedings.

It's clear he wanted to trash his life and undermine everybody who disagrees with homosexuality as a lifestyle practice. He says the court didn't get God's approval to judge him, but when did God give him the approval to take human life and judge them irredeemable? This Schlissel creature is nothing more than some madman who thinks growing a scraggly beard makes him a sage, which he most definitely is not. He should be shut away from the rest of the world for his abominable rampage.
