Why only 38 groves in the Flight 93 Memorial?

Alec Rawls has more info on the suspicious and ambiguous going-ons surrounding the design of the Flight 93 Memorial in Pennsylvania, presented in this long post and short post here. The current question surrounding the subject is, if 40 heroes died in the crash, why does the actual design only contain 38? More answers ahead.
