Car bomb discovered at Times Square

Luckily, it didn't detonate. From the NY Times (via Protein Wisdom):
The police discovered a car bomb in a smoking Nissan Pathfinder in the heart of Times Square, prompting the evacuation of thousands of tourists and theatergoers from the area on a warm and busy Saturday evening.

There was no explosion. [...]

The device, [Deputy Commissioner Paul J. Browne, the Police Department’s chief spokesman] said, contained “explosive elements” that included “propane tanks, some kind of powder, gasoline and a timing device.” [...]

Mr. Browne, speaking shortly before 1 a.m. Sunday, said that he did not believe anyone was in custody. “We haven’t identified any kind of a motive,” he said. “It appears to be a car bomb, but we haven’t attached a motive to it.”
Do the police - and their spokespersons like these - realize how foolish they're making themselves sound if they act as though this wasn't an act of attempted terrorism, in and of itself?
A federal official said that domestic security officials had been informed that the event did not appear to be a terrorist threat.
Pardon? How did they come to that conclusion so quickly? Like I said, the authorities are making themselves look more like they want to avoid the hard answers.

Update: the UK Telegraph reports that the police are investigating a possible link between this and the South Park controversy. And why?
The device, which failed to detonate, was left near the offices of Viacom, which owns the irreverent cartoon series.
Update 2: a white man in his 40s was seen near the SUV packed with the dangerous explosives Hat tip: The Jawa Report). And according to this news (via Jihad Watch), the Pakistani Taliban has claimed responsibility for this.

Update 3: the authorities are finally beginning to confirm more clearly that this frightening case was perpetrated by terrorists from abroad. According to this report (via Hot Air), the case appears to have "international links".
